Informations for decision making, proposition of environnemental dashboard for area planning, application on Saint-Etienne urban area planning

The research project aims to identify integration factors of environmental information in urban decision with a multidisciplinary approach. Practices analysis, social and engineer sciences have helped to identify 3 elements of vigilance. These elements are the theoretical basis of an environmental dashboard method to help to integrate environmental issues into urban planning decision-making. First, integrating environmental issues into urban planning decision-making requires to develop organizational innovation, that is to confront territory stakeholders' points of view. According to territory and political specificities, environmental stakeholders can be identified by different methods. In the environmental dashboard provided, the choice has been made to produce an identification framework of stakeholders in the planning decision. The second element of vigilance is to bring down uncertainties for the main local environmental stakes. To cope with the complexity of environmental information system, this thesis proposes a method to structure information needs. This method is organised in 2 steps. Firstly, we endeavour to have a global vision of environmental stakes thanks to immediately available data. Thanks to this vision, environmental stakes can be organized into a hierarchy. Secondly, for the stakes of utmost importance, local data produced by stakeholders are collected. The last element of vigilance to elaborate this environmental dashboard concerns the decision-making process' assessment regarding two aspects: stakeholders involvement in relation to the territory stakes, and the consistency of the different projects that were implemented by the reference document of urban plannification, particularly with regard to environmental stakes.
