This communication deals with a number of difficulties concerning the dialogue between rationalisms and cultures at the time of globalization and expansion of scientific writings and techonology at the heart of societies. We also set down a number of requisites to lead, in a non- dogmatic way, a conceptual dialogue at the heart of a " the specific border zone " Europe / Maghreb and the Algerian case. We're building our reflection on the concept of "vernacular cosmopolitanism" and we examine the notion of border as the cornerstone of a kind of tectonic of collective intelligences. This work is conducted within an ANR project framework.
