Ressources territoriales : gouvernance et politiques publiques. Rapport scientifique de fin de projet Programme PSDR 3 (2007-2011) RessTerr Rhône-Alpes et Auvergne

The emergence of hidden resources known as "territorial" resources in the territories. The UMR PACTE-Territoires (Grenoble) and Metafort (Clermont-Fd) and the GIS Northern Alps propose a research program on the themes of the territorial resource starting from a particular entry, that of the territories of project, for which the question is to know how they are built and, while being built, mobilizes, reveals and emphasizes new resources. This question will be treated through the analysis of public policies and dynamic actors at the same time, starting from the review that the territories are build by the project and the projects in the local and regional dynamics between actors but that without specific resources proven, assumed and development the territories of project pain to emerge and to make emerge these new awaited development processes from them. Understanding the process of construction of the territorial resource In many territories, conditions of production as well industrial as agricultural do not allow to remain in the competition with the only title of the productivity. The maintenance of a competing situation with generic productions is not possible any more. The point is for these territories to develop strategies of specificity following the example of labelled products (e.g. AOP, IG, etc.) or including specific industrial knowledge. This strategy of specification is thus a possible solution under certain conditions. The analysis of the processes indeed showed that it was not enough to locate a resource "in a territory" so that it produces effects of development. Without a certain context (of governorship and public policy), the resource does not territorialize itself and the territory does not resource itself. The program showed that the territorial resource does not pre-exist to the territory but is built with and in the territory. Territorial construction is a development process representing a model complementary to the existing development models, because of its capacity to make emerge new resources and new processes of activation of these resources. A research action putting in dialog actors and researchers The research of the various stages of the process of emergence of the territorial resource was done starting from the three entries (corresponding to the three devices) which are the public policies, actors' dynamics and the governorship. In each device study fields were retained. In partnership with the Regional natural parks of the Rhone-Alps region it was about to make a typology of the processes before considering more precise methods of investigation from the point of view of valorization. For the public policies, an analysis of the financial resources of the territories of project supported for 15 years by the Rhone-Alps region has made it possible to quantify and qualify the public intervention. Moreover, the team was implied in the research national plan related to the follow-up of the Poles of Rural Excellence. Lastly, it was implied in the evaluation of the territorial pastoral Plans developed in the Rhone-Alps region. For dynamics of actors, the cases of Chambarans and the periphery of Clermont-Ferrand were thorough, and the modes of governorship were the thorough investigation object around actions such as the development of the marks Par and of the Rovaltain project. The sequences of work included a phase of seminar between researchers and actors to determine the questions, a phase of field investigation and interviews then a phase of synthesis. Major scientific results Research made it possible to highlight three main results of dynamics of the construction of the territorial resource according to three entries:  The different stages of the activation of the territorial resource: existing territoriality, revealed resource, widening, development recombination and articulation with other resources.  The two cycles of the territorial resource: long cycles, short cycles;  The recoverability of the territorial resource, conceived like inexhaustible, but likely of vulgarizing and thus of disappearance. The process was extended to a process of comparative analysis committed in other countries of the Mediterranean circumference.
