Programming roads networks maintenance interventions under budget constraints

Managing maintenance interventions is one of the most important tasks of roads operators. In fact, both the condition of the roads network and the required maintenance budget depend on the operators decisions. However, operators are increasingly working with ever more limited budgets and financial constraints. Therefore, the cost of all necessary maintenance interventions invariably exceeds the available budget. This means only a selection of these interventions will be executed in the close future. In this paper, we discuss the programming of maintenance interventions according to the operators’ objectives. This process involves four steps: defining the objectives, establishing the strategies, applying the defined strategies and finally prioritizing maintenance interventions. This final step is particularly important in order to operate within the allocated budget, and requires multi-criteria decision analysis to rank interventions.
