Cultural policies do not disappear but change to another model which is to be found mainly in large cities . It includes fundamental changes in the relationship with cultural authority, diversity, expressiveness. The new model is based on the relationship between transversality and territorial politics, and public/private partnership. It evolves around three more or less contradictory strategies : the creative city, the civic city and the global city.
