Some urban areas attract more local policies attention because they are signs of instability that must be regulated. This is the case of old railway neighborhood in the French city center of Tours. How understand that locally some urban projects (tramway, local urbanism plan : urbanization of Workers Gardening Lots) could appear without end? It is necessary to consider which is about continuous or discontinuous order. Thereby, we propose to review the standardized frameworks and, through the sociological and historical approach, to see the variety of perception, uses and (re)actions of the inhabitants
