SC3DMC FUs for the RGC framework

The objective of this contribution is to propose a set of FUs dedicated to the decoding of 3D static meshes. It is structured as follows. In section 2, we introduce the general purpose FUs, dedicated to classic decoding functions such as inverse quantization and inverse prediction. Section 3 introduces the parser of a dedicated coding scheme, namely Scalability Complexity 3D Mesh Coding. Section 4 concludes our contribution.
