In the work we will analyze from a point of view epistemológico, first, the concept of technological change in the area of the IT technology. Secondly, we will establish a connection between conceptual problems - context of justification, and empirical problems - context of application. Thirdly, from the concept of technological innovation we will give example of problems to political and juridical level. We hold that in this one area of the knowledge the identification and delimiting problem is essential for the beginning of any political and juridical debate of nature of the new technologies
