In a model of direct cultural public policy - contrary to the Anglo-Saxon traditions - the impact on cultural matters of changes in the public action is crucial. In France, cultural policies show two main movements. The first one concerns the reorganizations which affect relations between central directions of the ministry and regional structures (DRAC). In this frame, the implementation of centralized tools while recovering from the new public management which may return on a regionalization of the State which seemed acquired. The second movement is the one which aims at the way regional councils formulated their competences and modalities of intervention in this domain. So each of these trends places territorial differentiation under stress. The first one, because it sets him a project of standardization. The second, because it leads to evoke the obstinacy of models and instruments of public action within the framework of institutional transfers. This communication will thus be interested in the impact of the reorganization of central directions / DRAC relations on those of the State with its local environment. It will be build on the analysis of two or three regions and will bring to light the various constituents of partially specific regional configurations by their cultural identity, their political game, their territorial leadership.
